Kaywana Broomer

Chief Compliance Officer

LPC (PA, DE), PMP, is a licensed professional counselor and seasoned compliance leader with 15+ years of experience spanning behavioral health, regulatory compliance, quality infrastructure, and organizational leadership. She currently serves as Chief Compliance Officer at Concilio, where she designs, implements, and oversees the organization’s compliance and quality strategy across its core programs—Community-Based Services, Family Social Services, and CUA3. In this role, Kaywana leads a team of Quality Assurance and Quality Improvement specialists, strengthens enterprise-wide risk management and policy governance, and advances audit readiness through clear standards, consistent monitoring, and practical corrective action planning.

She partners closely with the Board of Directors and Executive leadership to build a culture rooted in accountability, evidence of effort, and continuous improvement, ensuring compliance expectations translate into reliable day-to-day operations and measurable outcomes.

Before joining Concilio, Kaywana held senior leadership roles in community mental health and nonprofit management, where she led multi-faceted initiatives in compliance oversight, program development, and workforce training. As a Project Management Professional (PMP), she brings structured execution, stakeholder alignment, and disciplined follow-through to complex compliance and quality initiatives—helping teams move from policy to practice with consistency and clarity. She is especially passionate about mentoring emerging leaders and embedding quality into everyday workflows so staff can focus on what matters most: serving families and communities effectively and ethically.

Kaywana earned her degree from the University of Delaware and is a proud member of Delta Sigma Theta Sorority, Incorporated. She is also a Certified Investigator in the Commonwealth of Pennsylvania and serves as a reviewer for the National Board of Certified Counselors (NBCC), supporting the next generation of counselors pursuing national certification. In addition, she is the President of the Howard High School Alumni Scholarship Committee, leading efforts to expand educational opportunities and financial support for graduating seniors.
