Joanna Otero-Cruz to Join Kenney Administration as Deputy Managing Director

Dear Concilio Supporter,

It is with both sadness and pride that I share Concilio’s Executive Director, Joanna Otero-Cruz, will be stepping down from her position to join Mayor Jim Kenney’s administration. Her final day at Concilio will be March 11. Joanna will continue to serve the Latino community, and all Philadelphia communities, in her new position as Philadelphia’s Deputy Managing Director, Community Services.

In Joanna’s new position, she will oversee the Community Services Cabinet and will be responsible for several city initiatives including Immigration Affairs, 311, The Community Life Improvement Programs (CLIP), and various community engagement and volunteer efforts. Joanna will continue to do what she has done so well here at Concilio: engage with Philadelphia’s communities and connect residents with the services they need.

The Concilio Board of Directors and I would like to personally thank Joanna for her tireless work on behalf of the Latino community in Philadelphia.  Thanks in large part to Joanna, our organization enjoys financial stability unlike ever before.  Our new state-of-the-art facility in Hunting Park, the heart of our Latino Community will accommodate our organization’s growth. Joanna has also spearheaded the development of incredible new community services, including the Victim Witness Advocacy Program, a collaboration with the District Attorney’s Office to ensure that victims of crime are receiving support.

As Joanna has said, she would not be leaving Concilio if she didn’t believe it was in more-than-capable hands.  We have developed a comprehensive transition plan as we convene a search committee to identify our next executive director. Between our engaged board of directors and excellent staff, all of Concilio’s cultural events and programs will flourish, and we will continue to grow as an organization.

Please join me in wishing Joanna well as she begins this exciting new chapter. If you have any questions or comments about Concilio’s transition, please do not hesitate to e-mail me at

Thank you for your steadfast support of Concilio.

Antonio (Tony) Valdes

President, Concilio Board of Directors
